Can one machine produce multiple sizes?

Yes.

Quick size change is standard for tissue products.

Roll machines adjust width, ply and perforation for household or hotel rolls; facial tissue machines change dimensions for commercial use.

For standard toilet paper rolls a size change normally takes about 0.5–2 hours depending on the specification and configuration.

Only special tissue products need extra parts such as a different embossing roller.
